señores tengo un a2billing configurado para hacer llamadas a USA y CANADA todo perfecto aquí , ahora quiero agregar unos países europeos que están dentro del plan de mi proveedor los agrego al dial plan de asterisk y los meto en el a2billing con su ratecard , cuando llamo alguno de esos países me dice el a2billing que el numero marcado no esta disponible , ojo este código de área ya esta en a2billing , viendo los log en el CLI me arroja este mensaje:

y tengo en el trunk que remueva el prefijo 851
alguna idea?

No tienes agregada una tarifa para ese destino.
Debes crear un nuevo ratecard y agregar ahí las tarifas para los destinos europeos, luego agregas el ratecard en el callplan que tienes para los usuarios.

Extraño
es extraño porque tengo las tarifas para ese destino , es México y otros mas que no puedo salir porque me dice que no coinciden, claro porque no elimina el prefijo en este caso es el 851

dejanos ver como esta configurado tu Call Plan, creo que dentro de el deberias añadir ambos rate cards.
